The Village of Winfield is currently working with a consulting team lead by Houseal Lavigne Associates to prepare the Town Center Marketing and Capacity Study, a plan studying the market potentials and development capacity of the Village’s downtown area.
The purpose of this effort is to assist the Village in realizing its vision of a strong mixed-use, pedestrian-friendly, transit-supportive environment in the Town Center area. The plan will:
▪ Assess development potential for residential, retail, restaurants, entertainment, office and civic/institutional uses;
▪ Assess supply and demand of uses within the above land use categories;
▪ Consider compatibility of existing/surrounding land uses;
▪ Consider contributions of each land use to the vision for a vibrant multimodal transportation hub;
▪ Narrow and refine the list of uses and conduct more detailed market analysis of uses deemed most viable for the Downtown, including sector demand, competitive analysis, and near- and long-term capacity;
▪ Identify specific development opportunity sites based on market analysis;
▪ Present alternative development concepts based on real estate assessment and community outreach; and,
▪ Provide implementation strategies to assist in realizing the preferred development scenario.
